Most pavement failures are base failures. Water gets into a subbase that wasn't compacted right, the section moves, and the surface cracks a season later — long after the paving contractor has moved on and the blame is impossible to assign..

Because PEC also performs the earthwork and base preparation beneath the asphalt, our paving is built on a foundation we control. That's the single biggest factor in pavement longevity, and it's the one most projects give away by splitting the scopes. How We Execute Every Scope

Grade Verification & M.O.T. Setup

Our survey crews confirm subgrade elevations and cross slope against plan. Where work affects a roadway or right-of-way, traffic control goes in ahead of production so the site is compliant before the first truck arrives.

Base Preparation

Limerock or aggregate base is placed and compacted to specification, with density verified by PEC's in-house testing crews. The base is proven before any asphalt is ordered.

Paving & Compaction

PEC crews place and compact the asphalt with company-owned pavers and rollers, controlling mat thickness, joint quality, and rolling pattern rather than coordinating around a subcontractor's crew.

Striping & Closeout

MPavement markings are coordinated, ADA compliance is verified, and the surface is prepared for inspection. Test reports and documentation are packaged for engineer and agency review.

Paving is a timing-sensitive operation — mix temperature, rolling window, weather — and owning the equipment means the crew rolls when the material is ready, not when a rental returns.
